calls for tiered testing definitions for the JDK. These definitions should be implemented as jtreg testing groups so the tiered information lives and evolves in the repositories.

While the jdk repo has both tier 1 and tier 2 tests, each of langtools, jaxp, and nashorn only define tests in one tier. The preferred way to address this issue in other repos would be to have a syntax to define an empty test group that was non-erroneous. CODETOOLS-7901350 has been filed to request that functionality.
