Description
Tiered testing definitions should be added to a TEST.groups file in the langtools repository.

Fix Request (OpenJDK 8u): Please approve this backport adding tier1 test groups definitions for JDK 8u. The JDK 9 patch applies as-is and it'll be a pre-requisite for JDK-8222737. Note: The patch bumps jtreg minimal version requirement to 4.1 b11. This shouldn't be too much of an issue as JDK head already is at minimum 4.2 b14 and I believe the consensus was to have jtreg version requirements be unified across all trees.
