Upgrade PipeWire to latest, 1.3.81 released on Jan 23, 2025 

This is the JavaFX equivalent of JDK-8348600. Once that fix is integrated, JavaFX should be similarly  updated.

[jfx24u-fix-request] Approval Request from Aleksandr Zvegintsev Clean backport of the libpipewire header files to up-to-date version. These headers are only used to be able to use dynamically loaded related functions to support the java.awt.Robot screenshot functionality on Wayland.
