A DESCRIPTION OF THE PROBLEM :
JDK-8130520 : Silent installation using System Account on clean Win 7 SP1 x64 install fails

Closed invalid beacuse this is not an issue as per-user install is not supported?? It is a per-machine install under local system account (using MS SCCM). Installation fails, so this is a BIG issue. Any Software Distribution system in a corporate environment fails on this. Please reopen issue


REPRODUCIBILITY :
This bug can be reproduced always.

This issue is duplicate of JDK-8137415 where installation fails if %ProgramData%\Oracle\Java does not exist.
