JDK-8090956 - Property editors for Border and Background
Description
All the nodes inheriting from Region (i.e Control, Pane, Chart) have a complex border property, which is a list of Border.
Every Border is comprised of strokes and / or images.

In the SB inspector, this could be handled as the other lists (e.g. styleSheets) + a popup that would edit a single Border.
