Description
This is win8.1 specific and does not happen on win7 zh_CN.

On win8.1 zh_CN x64, run JRE x86 offline installer, the quotation mark for button name "install" is not properly displayed. When manually updating the JRE, quotation mark in the auto update notification dialog is also garbled.

Attached are the screen shots.

Maybe it's because the quotation mark is the Chinese native, not English quotation mark, but the same text is displayed correctly on win7 zh_CN.
Comments
The UE refactor will be implemented and backported to 8 before this bug is prioritized (given the low-impact).
