Open Java Control Panel
Goto the Security Tab
When you tab to the Security Level,  JAWS/NVDA is reading the security level as percent since it is a slider. 

All the necessary information is not communicated properly to the accessible user,

No,the fix is already in JDk8u20 and JDK9, which is addressed by https://bugs.openjdk.java.net/browse/JDK-8033389. JDK-8039093 actually partially backport JDK-8033389. The medium level is still available in JDK7, but not in JDK8u20 and JDK9,

I don't think this is a P5. I think it's more like a P3. The blind user has no way of knowing that "0% 0" means Medium, "50% 1" means High, and "100% 2" means Very High. Until it is fixed this dialog is unusable by blind users unless they are given training. I assume this also violates one of the sections of OAG 2.
