A DESCRIPTION OF THE PROBLEM :
Chile DST was scheduled to end 3/9/08 at 00:00 but there was a last minute change:
http://www.shoa.cl/noticias/2008/04hora/hora.htm
It should now end 3/30/08 at 00:00.
Latest data is tzdata2007k which does not include this change.


REPRODUCIBILITY :
This bug can be reproduced always.
