6593761 patch-in-place breaks if previous JRE image has locked files.

Above two CRs have been in fix avaialbe status since b06. The resource files updated in the two bugs are overlapped. L10n will follow once the changes are integrated.
Comments
EVALUATION 6593761 directly updated rc file instead of _en.rc file. I'll do the i18n work first, before doing localization.
