The time zone detection code doesn't work on localized Windows Vista (Japanese version).

EVALUATION
On Vista (from build 5384), the "TimeZoneInformation" registry has the reference ("TimeZoneKeyName") to the current "Time Zones" registry entry. So, it's no longer necessary to scan the "Time Zones" entries.

EVALUATION
Time zone names in registry are no longer translated. Therefore, localized names from GetTimeZoneInformation() don't match time zone names in the "Time Zones" registry entries.
