Update GIFlib library to the latest (5.2.1)

Fix Request (OpenJDK 8u): Please approve backporting this to OpenJDK 8u. It's an Oracle JDK 8u252 patch and we should do the same in OpenJDK. The patch did not apply cleanly, so I've posted and review and it got reviewed by Aleksey Shipilev. Fix request (13u) Patch applies perfectly to openjdk-13u.

jdk11 downport request I would like to have the patch in openjdk11 as well, because it is a part of 11.0.7-oracle. The patch applies cleanly to 11u.
