Need to upgrade libpng from 1.6.47 to 1.6.51 (released on  Nov 21, 2025)

[jdk25u-fix-request] Approval Request from Andrew Hughes Regular update for the in-tree copy of libpng. The backport from 26 is clean and GHA builds & testing have passed.

client testing is green after updating libpng to 1.6.51 version.
