JDK-8325613 - CTW: Stale method cleanup requires GC after Sweeper removal
Description
After JDK-8325613, we are performing GCs to cleanup old methods. Most of the time these GC are short, and so there is no reason to use them with all the threads and/or perform a Full GC. This would improve coexistence with multiple other CTW tests running.
