Normally we should revert the fix is "simple" and the tool isn't part of the core jdk or testing

Sorry, that's totally my fault. I tested it, found the issue, fixed it, ran mach5 from the local repo and verified it was fixed, but completely forgot to actually push the changes I had.

[~dbeaumont] [~rriggs] The asserts in JDK-8366093 in the core-libs native code don't seem to follow the same convention are the rest of the code...does this need further clean up ?
