Description
There is a comment in src/java.base/windows/native/libjava/WinCAPISeedGenerator.c for Java_sun_security_provider_NativeSeedGenerator_nativeGenerateSeed:

    Some early versions of Windows 95 do not support the required functions.
    Use runtime linking to avoid problems.

Windows 95 is not supported anymore and runtime linking was removed in JDK-7030249
