JDK-8357473 - Compilation spike leaves many CompileTasks in free list
Description
I want to remove `CompileTaskAlloc_lock` completely with JDK-8357473, and for that we need to fix a stray use of that lock in CompileLog list linkage. We can rewrite that part to atomics.
