[jdk11u-fix-request] Approval Request from Antonio Vieiro Please consider approving this clean backport to 11u that updates the recently updated Harfbuzz 10.4.0 up to 11.2.0, levelling it up with upper JDK versions and with 11.0.29-oracle. Tested on Linux/x86_64 and macos/aarch64.

Fix request [17u,21u] I backport this for parity with 17.0.17-oracle,21.0.9-oracle. One of the required updates of external libs. Clean backport. SAP nightly testing passed.
