Add support for JARs signed with ML-DSA. This will be based on the IETF Draft (Use of the ML-DSA Signature Algorithm in the Cryptographic Message Syntax (CMS)) which is in last call: https://datatracker.ietf.org/doc/draft-ietf-lamps-cms-ml-dsa/
