The issue reported in JDK-4674384 was no longer an issue. Improvements related to maxOccurs were made prior to JAXP/SJSXP standalone's integration into the JDK. Though the original standalone's issuetracker no longer exists, tests such as validation/IssueTracker30.java had been incorporated into the JDK's test suite.

The improvement made in JDK-6309988 was obsolete. Test cases are covered in other existing and new tests. The removal of this test will eliminate a couple of large files that are no longer valid.
