Description
Timed out on two platforms: linux x64 and linux aarch64. Nothing in the log to indicate any problems.

The test was doing testing looping all available locales x all time zones, where number of locales is 1000+ and time zone is 600+. Now that COMPAT is removed with JDK-8174269, time zone names that are missing in minor locales are now resolved at runtime. This extra calculation was multiplied by the number of locale x timezone. Not sure why it was not happening in tier1/2/3 jobs, but they definitely contribute to the timeouts.
