JDK-8336999 - Verification for resource area allocated data structures in C2
Description
I have had nasty memory bugs with ResourceMark and Node_List before that were resource area allocated.

We already do nesting check with GrowableArray, and we should do the same for Node_List.
Comments
We could assert on reallocate, or on append/push etc, which would be a stronger restriction.

Alternative: refactor it to be a GrowableArray. Not sure if that is desirable or feasible.
