JDK-8306055 - Add a built-in Catalog to JDK XML module
Description
When both the public and system IDs are null, they are not resolved by catalogs (including the built-in catalog). The resolution process should therefore continue as usual, before the catalog is added in the process.

Note that no existing tests fail under the current configuration. This change is preemptive to avoid potential failures when/if the configuration changes.
