Description
This came out of a review comment https://git.openjdk.org/jfx/pull/1276#issuecomment-1796154889

We could add a utility which creates a window with instructions and required buttons (and appropriate pass/fail handlers), positions it somewhere where it won't overlap the test window (Window.getWindows()) with just one method.
