JDK-8334810 - Redo: Un-ProblemList LocaleProvidersRun and CalendarDataRegression
Description
As the timeouts in java/util/Locale/LocaleProvidersRun.java and sun/util/locale/provider/CalendarDataRegression.java have been hard to reproduce, this issue will un-problem list them in hopes to reproduce the timeout.

If the timeout is observed in the CI, a follow-up change will be pushed that adds additional diagnostics code.
