Description
The local variable seen_dead_loader in ClassLoaderDataGraph::do_unloading is unnecessary, it duplicates the predicate loaders_removed != 0.

Fix request [21u] I backport this for parity with 21.0.4-oracle. Low risk, tiny cleanup. Clean backport. SAP nightly testing passed.
