JDK-8140326 - G1: Consider putting regions where evacuation failed into next collection set
Description
With JDK-8140326 some infrastructure has been added to more easily exclude regions from marking (retained regions).

Investigate whether humongous eager reclaim candidates of any type could be handled similarly to retained regions, removing the hack in the marking code to specially handle these kinds of regions.
