jfx21u-fix-request justification: Gradle should be kept in sync across the repos to keep build logic in sync. gradle 8.4 even includes support for JDK 21

v8.4 was released last week on Oct 4, 2023 https://gradle.org/releases/ We should update to 8.4 instead of 8.3.
