gradle 8.4  released on Oct 4, 2023, we should update the JavaFX build to use it.

jfx21u-fix-request justification: Gradle should be kept in sync across the repos to keep build logic in sync. gradle 8.4 even includes support for JDK 21

gradle 8.4 released on Oct 4, 2023, we should update the JavaFX build to use it.
