v 8.2.2 released on October 17, 2023

Harfbuzz 8.1.1 will resolve a build problem on AIX.
We should up pick latest version (which is 8.2.2 today) in JDK 22.

Fix request [17u] I backport this for parity with 17.0.11-oracle. One of the required updates of external libs. Some trivial resolves were needed. SAP nightly testing passed.

[~honkar] Thanks for your work on this issue. Any chance you have an estimate for how long to a PR? Our release is blocked until we backport this to jdk17--just want to get a sense of which release we will be able to target.
