Description

 To reproduce this, run the attached test program on Windows 10 (I haven't tried it on Windows 11, but I expect it will behave similarly).

$ java StartIconified

ECPECTED: The window is initially iconfied and not displayed on screen, even briefly
ACTUAL: The window is briefly displayed on the screen before being iconified
