The AIX build is broken after JDK-8307301 which updated harfbuzz to 7.2 .
This was expected because an older AIX workaround was removed.
Bringing back the AIX workaround would solve the issue.

[jdk17u-dev, jdk11u-dev] fix request: I would like to backport these changes to fix this build issue related to xlclang on these platforms. Testing looks good, and the patch applied cleanly. Risk is medium, and there is some indication that additional work is required to fix up missing symbol issues related to HarfBuzz. However, this risk is outweighed by the fact that the jdk cannot currently be built on AIX.
