Description
Migrate away from pointer-based representation of Register values. 

It improves compile-time checking by forbidding implicit conversions between integrals and pointers.

[jdk17u-fix-request] Approval Request from Amit Kumar backporting this change as we are getting warnings while build jdk17 with gcc-11.4, Performed tier1 and no new failure appeared.
