Description
The system property `java.locale.providers` defines how the Java runtime loads the locale data based on the user's preference. The description resides in `java.util.spi.LocaleServiceProvider` class, but it is not very clear what is the normative portion of Java SE vs. implementation. Clarifying that distinction would be desired.
