Description
LittleCMS (aka LCMS) 2.15 released on March 1st 2023: 

it can be downloaded from here https://sourceforge.net/projects/lcms/files/latest/download

We should upgrade JDK 21 to use this.

Fix request [11u,17u] I backport this for parity with 11.0.20/17.0.8-oracle. One of the required updates of external libs. Clean backport. SAP nightly testing passed.
