Updating the JDK to Xerces 2.12.2.

Xerces 2.12.2 is a bug fix release. See details below.

    Note that JDK has fixed the issue as reported in XERCESJ-1737 in JDK 18.

Fix request [11u] I backport this for parity with 11.0.17-oracle. One of the recurring updates of external software. Clean backport. Test passes. SAP nightly testing passed. Some jck tests (xml_schema/msData/datatypes/Facets/Schemas/jaxp/) have been excluded officially to allow this backport. SAP nightly testing passed.
