JDK-8263761 - Update boot JDK to 16.0.1
Description
JDK 16.0.2 has released, superseding JDK 16.0.1. We should switch to using 15.0.2 as our boot JDK.

Note that until JDK-8255712 is implemented, we need to update both `build.properties` and `.github/workflows/submit.yml`.
