We currently use Mesa 3-D Headers

KHR/khrplatform.h 

Need to update to the latest 21.0.3 version released on 2021-04-21 https://www.mesa3d.org

Fix request (15u, 13u): I would like to backport this change to 15u and 13u in order to keep Mesa 3-D headers in sync with upstream and 11u. Patch applies cleanly.
