A DESCRIPTION OF THE PROBLEM :
On a Windows computer right-click the desktop, and set the Display scaling to 125%. Most of the radio buttons n dialogs will get the text truncated and will get three dots '...'. If required I can send a screenshot.

This is related to, but not a duplicate of JDK-8199592. As noted above, the problem only occurs with owned Dialog windows. If the owner of the dialog is not set, then the problem doesn't happen.
