Yes, in a case like this, a CSR should only be used to support one issue.

[~vromero] AFAIK one associated CSR per issue. CSR's should only be created via the More->Create CSR link in JBS, not by using the More->Link and selecting "CSR for" or "CSR of". Further, in JDK-8253605 you explicitly state: "The statics in inner issue will be addressed in a parallel CSR and implementation change." which I assume refers to this issue.
