Description
We are currently using Visual Studio 2017 version 15.9.16. For JavaFX 15 we updated to VS2019 to match JDK 15; see JDK-8242508. For OpenJFX 11 it seems safer to instead update to a more recent version of VS2017 rather than going to VS 2019.

The plan is to update to VS2017 version 15.9.24.
