Description
We have a few failures that we see
- Some tests that fail on Windows hidpi
- Some tests that fail mostly on Ubuntu 19.10
- Several other tests that fail for various reasons

To clean up the test runs, we should problem list these until they are resolved.

Fix request (13u) Requesting backport to 13u for parity with 11u, applies cleanly after 8214469.

Fix request (14u) Requesting backport of this addition to jdk jtreg exclusion list. Patch applies cleanly and some of the excluded issues can be observed in our nightly tests.
