Description
Many/most of the shenandoah and epsilon related files are missing the following line in the copyright header:

"DO NOT ALTER OR REMOVE COPYRIGHT NOTICES OR THIS FILE HEADER."
Comments
Fix request (11u): This is an Oracle Parity backport. Shenandoah is not part of OpenJDK11 but Epsilon is. So the Epsilon headers should be fixed.
