Description
In JDK-6858051 we introduced an abstraction into WorkerManager to allow multiple work gang implementations as different GCs used different ones.

With JDK-8204951 this difference has been removed, all collectors use WorkGang.

Now this additional abstraction in WorkerManager can be removed.
