JDK-8227739 - Merge cost predictions for scanning cards and log buffer entries
Description
See summary - the reason is that otherwise the number of scanned cards in the scan heap roots phase might show as more than the sum of remembered set cards and the log buffer cards, which is confusing.

Further the amount of cards from the HCC may be interesting for improvements in predictions.
