Description
This bug is being filed as part of the retroactive CSR review of JDK-8214892 which was pushed in JDK 12 without benefit of CSR review.

In response to CSR reivew:

* the onjcmd option needs to be hidden from the help output
* hiding "VM.start_java_debugging" from the "jcmd <pid> help" should be explored
