3.There is no such issue on ubuntu18.04-x64/OracleJDK13b25 with the same option.Refer to ubuntu18.04-MenuLAFDemo.jpg

abdul - why do you say it is a duplicate of 8226590 ? In THAT bug a menu is completely invisible (black on black) THIS bug is about whether a selected menu is highlighted - it is quite visible, just not highlighted, so they look like different issues to me.
