Description
Replace  revokeall.exe utility with a Java code that uses java.nio.file API to edit ACLs.

No current plan to fix, can revisit if need arises.

Reopening. The linked bug is the duplicate, this issue is the "real" one as it only suggests revokeall.exe should be redone in Java.
