Description
On both Linux (oel) and Windows...
Comparing 13-b19 against 13-b18, XML.validation regresses 4%-7%.

The regressions reproduces in: 
• Triage (ie, re-run on the same machine) 
• Re-triage (ie, run on a different machine) 

GC Independent, as it regresses with both ParGC and G1.

JVMswap fails. No info to isolate two JVM or JDK.

[~vaivanov] I have approved this request and also opened a PR to jdk11u-dev: https://github.com/openjdk/jdk11u-dev/pull/405. I would run it through our nightlies and integrate tomorrow, if that's ok for you. Please let me know if that's ok for you or you'd want to do the PR yourself - then I would close mine.

Fix Request (11u): The memory::capacity workload from the SERT tool shows 30% performance drop with jdk11.0.12 vs jdk11.0.2. With this patch reported score is OK. The patch applied to jdk11u workspace without any issues. Please, approve it.
