Description
While reviewing our recently-updated third-party legal files, we noticed some missing text in two of the files, libxml2.md and libxslt.md. Additionally, I want to cleanup the files to use mark-down syntax for literal blocks: triple-backquotes rather than <pre> ... </pre>

I confirmed that the reference to libexslt is correct.

> +Licence for libexslt I thought maybe that should be libxslt but it seems that libexslt is an extensions library for libxlst and that is the part that was missing ? Assuming I understand this properly then +1 -phil.
