Description
This product flag current defaults to true, but has a code comment that says "change to false by default sometime after Mustang". Examine if that comments suggestion is valid and either update the flag or remove the comment.

Moving from hotspot/runtime -> hotspot/jvmti since this flag is related to JVM/TI RedefineClasses().
