Port JVMCI-8 changes which support libgraal to latest jdk/jdk sources and push it into metropolis/dev repo.

[~kvn], when we get a new version in JBS, please also update the affect version of this bug, I put metropolis_12 for now, so this RFE won't be listed in JDK 13 filters.

We have only 'metropolis_12' 'Fix version' now. I will request new one and will update this RFE.

[~rraghavan]] These changes are intended for Metropolis repo. We should not put 'Fix version' on it.
